Toy Certificates by Market

The useful number is not «how many are certified». It is how many are certified for the country you sell in.

385,341 items in stock 5,233 factories 1 carton minimum order $0.84/kg freight from

Open prices per unit and per carton. No registration, no sales rep, minimum order total 2,000 CNY (≈ $313), no company required — you can buy as an individual. Both prices — per unit and per carton — are open before you order.

Counted in our own catalogue on 24 September 2026: 30,639 items carry the American set (CPC, or ASTM F963 together with CPSIA), 34,171 carry the European set (EN71 with REACH) and 20,893 of those also carry a CE declaration, 7,907 carry UKCA, 10,219 carry a Gulf GCC or COC certificate, 6,193 carry California Proposition 65 testing, 2,515 carry Canadian CCPSA, and 12,699 electrical toys carry EN 62115. For the Eurasian Economic Union the count is zero, and that is by design rather than by omission: EAC is issued inside the Union, not by a Chinese factory — and we obtain it for you, on your order, through certification bodies in Kazakhstan and Russia.

We published a number last week that turned out to be almost useless: 11.5% of our catalogue carries a test certificate. True, and unhelpful — because nobody sells «to the world». They sell into one country, and that country wants specific documents.

So here is the same data asked properly. What does each market actually require, and how many items already have it.

What this article answers:

See the items that carry a document — price, carton and factory on each →

  • The documents required by the US, EU, UK, Gulf, Saudi Arabia, Canada and the EAEU
  • How many of our items carry each set, counted today
  • Why the EAEU count is zero — and how we obtain EAC for you on your order
  • The difference between holding a report and being allowed to sell — which is where people lose money

Two things are worth reading twice. Europe is better covered than America, which surprises most people — EN71 and REACH are simply the pair factories are asked for most often. And the UK number is a quarter of the EU one, because UKCA is a separate exercise that many factories have not repeated since it diverged from CE.

The one we arrange

EAC Is Zero in the Table Because We Issue It, Not the Factory

Not one item in 385,341 carries EAC, and that is the one row in the table which is not a gap.

CE, UKCA, CPC and G-Mark are documents a factory or its laboratory can produce in China. EAC is not. It is granted inside the Eurasian Economic Union, under TR CU 008/2011 «On the safety of toys», by an accredited certification body there. A factory in Chenghai cannot issue it any more than it can issue a Kazakh tax number. So anyone offered «EAC from the factory» should stop and ask where it came from.

We obtain it for you, on your order. Our partnership agreement assigns that step to our side, through certification bodies in Kazakhstan and Russia. It is an ordinary part of an EAEU order rather than a special project: you tell us which models go into the range, we come back with cost and timing, and for straightforward items the work runs in weeks rather than months.

Three things are worth knowing before you plan it. Toys require a certificate of conformity, not a declaration — the lighter route simply is not available for this category. Testing is done in an accredited laboratory, and the documents that go with the application are the technical passport, the safety justification, the instruction manual and the test reports. And the regulation has exemptions: Christmas decorations, collector scale models, playground equipment, sports equipment, folklore dolls, puzzles above 500 pieces and children’s jewellery sit outside it.

The factory reports still matter here. Where EN71 and REACH testing already exists — 34,171 items in this catalogue — much of the underlying work is done, and the certification is faster and cheaper than starting from an untested model.

The expensive mistake

Holding a Report Is Not Being Allowed to Sell

This is the distinction that costs importers the most money, and it is worth stating bluntly.

A test report says: a sample of this model passed this test on this date at this laboratory. That is a fact about a sample.

Market access is a separate act, and mostly it is yours. CE is a declaration the importer makes and signs. UKCA requires a responsible person established in the United Kingdom; the EU’s GPSR requires one in the EU. EAC is issued locally. SABER is a Saudi portal process. None of these is completed by a Chinese laboratory report, however good the report is.

What the report does is make those steps possible and cheap. Without it you cannot declare anything; with it the declaration is a formality. We count reports on file, and we say so rather than implying permissions we cannot grant.

Practical

Three Routes, Depending on Your Market

If you sell in the EU or the US, the documented part of the catalogue is large enough to build a range from: 34,171 and 30,639 items respectively. Ask for the reports before you order, not after.

If you sell in the UK, the Gulf or Canada, the documented subset is smaller — 7,907, 10,219 and 2,515 — so plan the range around what exists, or commission testing on the models you actually want.

If you sell in the EAEU, EAC is part of the order rather than an obstacle: we obtain it through certification bodies in Kazakhstan and Russia once you have chosen the models. Budget it as a step, not a surprise — and note that the factory’s EN71 and REACH reports make that step markedly faster, because the underlying testing already exists.

Testing on a specific model is arranged as part of a production order. AJT Testing Services Limited, a laboratory historically linked with our partner group’s founding family and working in the same Chenghai ecosystem, is accredited to ISO/IEC 17025 and recognised by A2LA, CPSC, CNAS, CMA and FCC.

About us

Who Is Writing This

OPTTOYSCHINA is a wholesale platform operated by OPTTOYSCHINA LLP, Kazakhstan: catalog, requests and product selection. The seller — invoice, payment, export, documents and claims — is our manufacturing partner Yifeng Group, China. The catalogue holds 385,341 items from 5,233 factories, with the price published per piece and per carton, the carton quantity stated and the maker named on every card. The minimum is one factory carton of one model; minimum order total 2,000 CNY (≈ $313).

Our manufacturing partner is Yifeng Group (艺丰集团) in Chenghai, Shantou. The group has worked in Chenghai since 1992; its first plant, Shifeng Culture Development Co., Ltd, dates from that year and runs more than 35,000 m² of production area with an annual output of USD 60 M. AJT Testing Services Limited, founded in 2007 — the first private laboratory in eastern Guangdong to hold the Chinese national CCC accreditation for toy testing — is historically linked with the group’s founding family and works in the same Chenghai ecosystem; the group keeps a permanent 15,000 m² showroom in Shantou with more than 500,000 toy samples. See our factory partner page.

Honestly

What These Counts Do Not Say

Three limits, stated because a certificate table without them is a sales claim.

We count documents, not testing. A factory may have tested a model and never sent us the report. The true share of tested items is therefore above these numbers, and we cannot say by how much.

We count what is on file today. Reports expire. A count taken in six months will differ, which is why the date is printed at the top of the table rather than left off.

And a set is not a clearance. «EU-ready» above means the item carries EN71 and REACH. It does not mean a declaration has been made, a responsible person appointed, or your specific channel satisfied. Those are steps you take, and we would rather you take them knowingly.

One correction worth recording: our first count of EAEU coverage returned 33,088 items, which would have been excellent news. It was wrong — the search matched the letters «EAC» inside the word «REACH». The real figure is zero. We mention it because a number that flatters you is exactly the one to check twice.

FAQ

Frequently Asked Questions

What are the main safety certifications needed for importing toys from China?
It depends entirely on where you sell. United States: a CPC, backed by ASTM F963 testing and CPSIA reports for lead and phthalates, plus a tracking label; electrical items also need FCC Part 15. European Union: a CE declaration of conformity, EN 71-1/2/3, REACH and RoHS, an EU responsible person under GPSR, and EN 62115 for electrical toys. United Kingdom: UKCA and a UK responsible person. Gulf states: GSO G-Mark, ECAS or EQM. Saudi Arabia: SASO and SABER. Eurasian Economic Union: EAC under TR TS 008/2011.
How many of your items are ready for the United States?
30,639 carry either a CPC or ASTM F963 together with CPSIA testing — 7.8% of the catalogue. A further 6,193 carry California Proposition 65 testing, which matters if you sell into that state.
How many are ready for the European Union?
34,171 items carry both EN71 and REACH — 8.8% of the catalogue — and 20,893 of those also carry a CE declaration. For electrical toys, 12,699 items carry EN 62115.
Why does nothing in your catalogue have EAC?
Because EAC is not a document a Chinese factory can issue — it is granted inside the Eurasian Economic Union, under TR CU 008/2011, by an accredited certification body there. The zero is therefore where the paperwork changes hands rather than a gap in the goods. Our partnership agreement assigns that step to us: we obtain EAC through certification bodies in Kazakhstan and Russia, on your order.
Can you arrange EAC certification for me?
Yes — it is an ordinary part of an order for the EAEU, not a special project. Toys fall under TR CU 008/2011, which requires a certificate of conformity rather than a declaration, issued with the participation of an accredited body after testing in an accredited laboratory. We handle the submission through bodies in Kazakhstan and Russia; you tell us which models are going into the range and we come back with cost and timing. For straightforward items the process is a matter of weeks.
What do you need from me to start EAC certification?
The list of models, the intended age group, and the technical documentation that goes with them: the technical passport, the safety justification, the instruction manual and any existing test reports. Where the factory already holds EN71 and REACH reports — 34,171 items in this catalogue do — much of the underlying testing is already done, which shortens the work and lowers the cost.
Does a certificate mean I can legally sell the toy in my country?
No, and this is the most expensive misunderstanding in the trade. A test report says a sample of that model passed a named test on a named date. Market access is a separate act: CE is a declaration made by the importer, UKCA needs a responsible person in the UK, GPSR needs one in the EU, EAC is issued locally. We count documents on file, not permissions. Anyone telling you a Chinese report by itself clears your market is wrong.
Can you have a model tested for my market?
Yes. Testing on a specific model is arranged as part of a production order, and AJT Testing Services Limited, a laboratory historically linked with our partner group’s founding family and working in the same Chenghai ecosystem, is accredited to ISO/IEC 17025 and recognised by A2LA, CPSC, CNAS, CMA and FCC. Under our agreement, new items from the priority range are tested at cost for the American and European markets.
What if an item has no documents at all?
Then the field on the card is empty and we leave it empty. 337,461 items are in that position — they were never tested as far as we know, or the factory never sent us the report. For a market that demands documents you either choose from the items that have them, or commission testing on the model before the run.
