How buying through OPTTOYSCHINA works
More details: Catalogue items — how an order is built
Choose children’s toys for a shop, a warehouse or an online store from the catalogue of Chenghai (Shantou) and Yiwu factories. Each product card shows the price per piece and per carton, the pieces per carton and the manufacturer. Build an order from different items from 2,000 CNY in total; each item in full factory cartons. For a large quantity of one model, send the item number and the order quantity — the seller’s team in China confirms the production run, lead time and price.
The 2,000 CNY minimum applies to the value of the goods. Delivery, customs clearance, taxes and the documents required are calculated separately. The quotation shows what the costs consist of and the total for the agreed scope of supply, line by line, so you can see the landed cost per piece before you commit.

More details: What to send for a quote: a photo, a link or a description, the quantity, the changes and the delivery city
A full technical brief is not needed for the first request.
For a first quote send: a link to the catalogue item, a photo, a sketch or a description; the order quantity; the changes you need; the delivery city. Mould data and project files — if you have them.
Indicative quantities start from 1,000 units per model. The minimum order for your product is confirmed after the factory reviews the specifications.
Sample. A paid sample is made within 7 days when the required mould is ready. For a new product or a modified mould, the sample timing is set after the technical review. The production run starts after you approve the sample. Sample production and shipping are quoted separately. Whether a sample qualifies for a customs-duty exemption in Kuwait is checked against the applicable customs requirements before dispatch; it is not automatic. Any applicable clearance charges are confirmed separately.
Timing. Production of a confirmed run — 5–25 days depending on the order quantity. Development of a new model, changes to a model and mould making come before the run and are scheduled after the review.
Documents for a private-label run. A toy produced under your brand is a new product for conformity purposes: the applicable tests, the Gulf conformity marking and any testing your clearance needs are planned together with the run and quoted before the order is confirmed.

Delivery and documents
More details: Delivery from China to Kuwait — details
| Item | Details |
|---|---|
| Sea | 17–25 days — indicative transit between ports, according to the logistics partner YT. Ports of loading: Ningbo, Shanghai, Shenzhen (Yantian), Guangzhou (Nansha) or Qingdao — chosen for your shipment. |
| Air | Indicatively 4–7 days according to the logistics partner; where this period starts and ends, which stages it covers and the overall schedule are confirmed in the quotation. Toys with lithium cells may be subject to air freight restrictions; the quotation says so for each such item. |
| Arrival | Shuwaikh is the country’s main commercial port and handled 613,093 containers in 2024; Shuaiba in the south is the industrial port and has four container berths. Air cargo arrives at Kuwait International Airport. The point of entry for your shipment is named in the quotation. |
| Before dispatch | Production of the run (5–25 days depending on the order quantity), inspection and consolidation. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation. |
| Inside Kuwait | Customs clearance and delivery from the point of entry to your city are agreed in the quotation. The estimated delivery schedule is confirmed there; a fixed date is not guaranteed. |
| Seasonal peaks | Factories close for about two to four weeks around Chinese New Year, and Golden Week (1–7 October) adds time to production and sailings. In Kuwait the fixed national dates are National Day on 25 February and Liberation Day on 26 February, the two Eids move with the Hijri calendar, and the weekend is Friday and Saturday. Place orders for those peaks early. |
| Cost | Quoted for your order: goods, freight, customs clearance, conformity documents and delivery are listed separately. |
More details: Duty, VAT and conformity — rules and sources
Scope of this section: ordinary import of children’s toys for the domestic Kuwaiti market. Kuwait has no operating free trade zone today — the former zone at Shuwaikh lost that status and the new economic zones are still being developed — so there is no duty-free route around ordinary clearance. Temporary admission and re-export follow their own procedures and are quoted separately.
Customs duty. The Gulf customs union applies a common external tariff of 5% of the value of the goods on imports from outside the union, and that is the rate the tariff shows on the toy lines: tricycles, dolls, balloons, radio-controlled models and puzzles of heading 9503 all at 5%. Children’s two-wheeled bicycles are not toys for tariff purposes — they sit in heading 8712, also at 5% on the lines we read, and their code is checked separately. Every line of your order is classified at its full code and its rate is shown line by line in the quotation. Under the Gulf customs law the rate that applies is the one in force on the day the customs declaration is registered, and Kuwait Customs publishes a tariff search where a code can be checked.
What the duty is charged on. The customs value is the transaction value, the price actually paid or payable, and the Gulf rules work it out on the cost, insurance and freight basis, so the freight and the insurance sit inside the value. Example for illustration only: goods $10,000 plus freight and insurance $2,000 — customs value $12,000, duty 5% = $600. The $600 is the duty in this simplified example; it does not include other fees or services that may apply and it is not the full cost of clearance.
No value added tax today. Kuwait has not introduced value added tax, and no VAT is charged on imports. That is the position as at 21 October 2026, checked against the United States investment climate report on Kuwait published in September 2026. Signing a regional agreement is not the same as bringing a tax into force: no Kuwaiti VAT law is in force, and no excise tax applies to toys. The position that applies on the day your declaration is registered is confirmed in the quotation.
Gulf requirements. Kuwait is named in the Gulf Technical Regulation on Children’s Toys BD-131704-01 as one of the member states where it applies, to toys designed or intended for use in play by children under 14. Toys made available on the market must bear the Gulf conformity mark, and the importer draws up a written declaration of conformity. The tracking symbol carries the notified body code and a QR code: scanning it opens the toy’s certificate in the Gulf tracking system, so a buyer or an inspector can check the document without asking anyone. The harmonised standards behind the tests are the GSO EN 71 set — mechanical and physical properties, flammability and migration of certain elements.
A notified body is part of the route for toys. Toys are not a group a supplier can simply self-declare. In the manufacturer route the manufacturer sends the technical documentation to a GSO notified body of its choice, applies for Gulf type examination, and the notified body issues a Gulf Conformity Certificate and approves the products under the tracking-symbol rules; the manufacturer then affixes the symbol and issues the declaration of conformity. There is also an importer route, used for homogeneous consignments, in which the importer applies to a notified body that samples and tests the consignment itself. Accredited test reports count as evidence when they clearly relate to the product, carry the endorsement of an accreditation body in the ILAC arrangement and are not older than three years. The standards applied are the GSO EN 71 set, with IEC or EN 62115 for electric toys and ISO 8124 or ASTM F963 where additional tests may be required.
One certificate can cover a group — check that yours is inside it. A certificate may be issued for a group of toys with the same tariff code, a similar age range, the same manufacturer, the same country of origin and a similar function and material. That is exactly why a document shown for one item does not automatically cover the next one. Check that each document explicitly covers the selected model and manufacturer; do not assume it covers other catalogue items.
Kuwait’s conformity scheme: what the border actually asks for. Toys covered by the Gulf technical regulation on children’s toys are regulated under Kuwait’s conformity assurance scheme and sit in its product group for children’s toys. In practice two documents travel together: the Gulf conformity certificate and a technical inspection report, and customs clearance in Kuwait asks for the inspection report alongside the Gulf certificate. The order matters. The Gulf certificate has to be valid before the inspection report is issued, and it has to list Kuwait among its destination countries — a certificate issued for another Gulf market does not carry over by itself. The tracking symbol with its QR code goes on the product or the packaging before the goods are imported and released on the Kuwaiti market, and the QR code has to lead to an active certificate in the Gulf portal, so an inspector or a buyer can check it on the spot. What a selected item already carries, who arranges what is missing, what it costs and how long it takes are confirmed per item in the quotation before the order; we do not promise that every catalogue item already has these documents. Source: the notice of an accredited conformity assessment body in this programme reporting the announcement of the Public Authority for Industry, 4 April 2022 — the notice.
Arabic is part of the product, not only of the paperwork. Kuwait’s consumer protection law requires the supplier, whether producer or importer, to put on the goods in Arabic the information the approved standards call for — in particular the specifications, the composition and properties, anything hazardous about the product and the precautions to be taken. The invoice given to the buyer is in Arabic at least. Other languages may be used alongside Arabic, not instead of it, and the law attaches penalties to breaches of these articles.
What the seller does. For each selected item, the quotation confirms the available conformity documents and the Arabic labelling. Any additional testing, marking or registration, their cost and lead times are agreed before the order is confirmed. Where testing is needed, it can be arranged close to the factory; the notified body decides the required tests.
Documents that travel with the goods. You receive a commercial invoice for the amount you actually paid, a packing list with weights and carton dimensions, the bill of lading or the air waybill, and the conformity documents for each model. Customs release in Kuwait asks for the certificate of origin, so it travels with every shipment. We do not issue an invoice for a value other than the amount paid: an understated invoice is a risk carried by the importer, because the authority can revalue the shipment and act against the company that declared it.
What the importer does. Your company in Kuwait is the importer and places the goods on the market. It needs a valid commercial or industrial licence and an import licence, and a company account in the automated customs system, which is opened through the customs e-services portal with the licence, the import licence, a signature approval and the authorised signatory’s civil ID. Customs release asks for the customs declaration, the bill of lading, the commercial or industrial licence, the goods invoices and the certificate of origin; a packing list is normally supplied with them. Unless your quotation says otherwise, the duty, any certification fees and any port storage are on the importer’s account, and the delivery term is named in the quotation and in the contract.
Radio-controlled toys and toys with batteries. A toy with a radio transmitter — a remote control, Bluetooth or Wi-Fi — may need a separate telecom approval in addition to the toy rules, and toys with lithium cells may meet battery requirements and air-freight restrictions. For every such item the quotation states what applies and who arranges it.

Payment, inspection, defects
More details: Payment, inspection and claims — details
Who is who. OPTTOYSCHINA is the online storefront of Yifeng Group (艺丰集团) and Chinese toy factories. The seller’s team in China confirms product specifications, prepares the quotation and agrees the supply terms with you; the contract and the invoice carry its full legal details. The logistics partner YT carries out the agreed shipment from Guangzhou. Claims and refunds are handled by the seller.
Payment in two stages. A 30–50% advance after the order is confirmed; the balance before dispatch from the warehouse named in your quotation, which for most orders is the Guangzhou warehouse, once you have received the photo and video report on your cargo. Payment is made in USD directly to the seller, Yifeng Group, in China. Prices for Kuwait are shown in US dollars, and payment to the seller is in US dollars. The seller’s full details are given in the invoice and the contract, together with the governing law and the procedure for disputes; the contract is provided before you pay the advance.
Inspection before dispatch. Each order is inspected before it is shipped: quantity, item numbers, packaging, appearance and random functional checks; you get the photos and video before dispatch. The balance is paid only after you confirm the report. If the report shows a discrepancy for an item and you do not accept it, the item is replaced or the advance for that item is refunded. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation.
Claims after receipt. Photograph or film the goods and the packaging and send the claim through the contacts on this page within 2 days of receipt. The seller replies within 3 business days. The acceptable defect rate is 2% of the batch — counted against the whole batch, not against each item number separately — and defects above it are compensated as agreed by both parties: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the claim decision. Replacement shipping is at the seller’s expense. The three business days are working days in China, where the seller’s office is closed for Chinese New Year and for 1–7 October. Safety of the goods is a separate matter: it is covered by the conformity documents, not by this tolerance.
Frequently asked questions
Can I order wholesale toys from China with delivery to Kuwait?
Yes. Mix catalogue items from different factories in one order from 2,000 CNY, each item in full factory cartons. Sea transit 17–25 days between ports, air freight indicatively 4–7 days; clearance and delivery to your city are agreed in the quotation.
What is the minimum order?
2,000 CNY in total per order. Each item is ordered in full factory cartons; the pieces per carton are shown on the product card. There is no need to order a full container.
Who is the seller, and what does OPTTOYSCHINA do?
The seller on the contract and the invoice is Yifeng Group (艺丰集团) in China. OPTTOYSCHINA is the online storefront of Yifeng Group and Chinese toy factories; the seller’s team in China confirms specifications, prepares the quotation and agrees the supply terms with you. Each product card shows the manufacturer of that item.
How long does delivery take?
Production of the run comes first — 5–25 days depending on the order quantity. Then sea transit of 17–25 days between ports, or air freight of indicatively 4–7 days according to the logistics partner. Customs clearance and delivery inside Kuwait are agreed in the quotation.
What are the customs duty and taxes on toys in Kuwait?
The duty is 5% of the value of the goods — the common external rate of the Gulf customs union — and that value includes the freight and the insurance. The toy lines of heading 9503 carry that 5%; children’s two-wheeled bicycles sit in heading 8712 and their code is checked separately. There is no value added tax: Kuwait has not introduced VAT, and no excise applies to toys. This is ordinary import for the domestic market, and Kuwait has no operating free trade zone today.
Which conformity documents do toys need?
Toys for children under 14 fall under the Gulf regulation BD-131704-01, which names Kuwait among the member states where it applies, and in Kuwait they are also regulated under the conformity assurance scheme. Customs clearance asks for a technical inspection report alongside the Gulf conformity certificate. The Gulf certificate has to be valid before the inspection report is issued and has to list Kuwait among its destination countries, and the tracking symbol with its QR code on the product or packaging has to lead to an active certificate in the Gulf portal. The information about the goods goes on the product in Arabic, as Kuwait’s consumer protection law requires. A supplier’s own declaration is not enough for toys. For each selected item the quotation confirms what it already carries, what has to be arranged, at what cost and in what time.
What does customs ask for when the goods arrive?
Your company needs a valid commercial or industrial licence, an import licence and a company account in the automated customs system, opened through the customs e-services portal. Customs release asks for the customs declaration, the bill of lading, the commercial or industrial licence, the goods invoices and the certificate of origin; a packing list is normally supplied with them. We provide the shipping documents and the conformity documents for each model.
Which currency do I pay in?
In USD, directly to the seller, Yifeng Group, in China. Prices for Kuwait are shown in US dollars, and payment to the seller is in US dollars. The seller’s full details are given in the invoice and the contract.
Do I have to pay everything upfront?
No. A 30–50% advance after the order is confirmed; the exact advance is fixed in the quotation. The balance is paid before dispatch, after you receive the photo and video report.
What if the goods arrive with a defect?
Send the claim through the contacts on this page within 2 days of receipt, with photos or video; the seller replies within 3 business days. The acceptable defect rate is 2% of the batch; defects above it are compensated as agreed: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the decision; replacement shipping is at the seller’s expense.
Can you make toys under my brand?
Yes: your logo and Arabic packaging on a catalogue model, a modified model, a new product from your design or sample, or production with your own mould after a technical check. Indicative quantities start from 1,000 units per model; the minimum for your product is confirmed after the factory reviews the specifications. Testing and marking for the new product are planned together with the run.
How does this compare with Alibaba, 1688 or a local wholesaler?
These are different buying scenarios. A local wholesaler may suit an urgent purchase when the goods you need are in stock there, already imported and certified. For planned sourcing from China, OPTTOYSCHINA offers a mixed catalogue order from several factories from 2,000 CNY under one contract, inspection with photos and video before dispatch, and options for custom manufacturing under your own brand. Compare quotations for the same specifications, quantities, documentation and delivery scope.
