More details: Catalogue items — how an order is built

Choose children’s toys for a shop, a warehouse or an online store from the catalogue of Chenghai (Shantou) and Yiwu factories. Each product card shows the price per piece and per carton, the pieces per carton and the manufacturer. Build an order from different items from 2,000 CNY in total; each item in full factory cartons. For a large quantity of one model, send the item number and the order quantity — the seller’s team in China confirms the production run, lead time and price.

The 2,000 CNY minimum applies to the value of the goods. Delivery, customs clearance, taxes and the documents required are calculated separately. The quotation shows what the costs consist of and the total for the agreed scope of supply, line by line, so you can see the landed cost per piece before you commit.

More details: What to send for a quote: a photo or drawing, the quantity, your logo, packaging requirements, whether you have your own mould, and the delivery city

A full technical brief is not needed for the first request.

For a first quote send: a photo, a drawing, a link to the catalogue item or a description; the order quantity; your logo file and where it should go; what you need from the packaging; the changes you need; whether you already have your own mould; and the delivery city. Mould data and project files — if you have them.

Indicative quantities start from 1,000 units per model. The minimum order for your product is confirmed after the factory reviews the specifications.

Sample. A paid sample is made within 7 days when the required mould is ready. For a new product or a modified mould, the sample timing is set after the technical review. The production run starts after you approve the sample. Sample production and shipping are quoted separately. Whether a sample qualifies for a customs-duty exemption in Oman is checked against the applicable customs requirements before dispatch; it is not automatic. Any applicable clearance charges are confirmed separately.

Timing. Production of a confirmed run — 5–25 days depending on the order quantity. Development of a new model, changes to a model and mould making come before the run and are scheduled after the review.

Documents for a private-label run. A toy produced under your brand is a new product for conformity purposes: the applicable tests, the Gulf conformity marking and any testing your clearance needs are planned together with the run and quoted before the order is confirmed.

Delivery and documents

22–32 days
Sea transit to Oman
Air — indicatively 6–9 days according to the logistics partner; where this period starts and ends and which stages it covers are confirmed in the quotation.
Delivery inside Oman — container cargo is commonly routed through Sohar and air cargo through Muscat International Airport; the port of arrival and the leg to your address are confirmed in the quotation.
Before dispatch — production, inspection and consolidation at the warehouse named in your quotation.
5% + 5%
Customs duty and value added tax
Duty 5% — Oman’s own customs tariff shows 5% on every toy line of heading 9503: tricycles, scooters, pedal cars, dolls, balloons, radio-controlled model aircraft, puzzles, scale models and other toys. Children’s two-wheeled bicycles sit in heading 8712, where the lines also carry 5%. The value the duty is charged on includes the freight and the insurance.
Value added tax 5% — value added tax applies to imports at 5%, and the taxable value is the customs value plus the taxes and charges due on the import, so the tax sits on top of the duty. Customs collects it with the duty through the Bayan declaration system.
Scope — ordinary import for the Omani market. For a delivery into a free zone or the special economic zone the customs and tax treatment is checked separately, against the status of the zone, the consignee and the terms of entry; any relief enters the calculation only once it is confirmed to apply.
Per shipment
Conformity documents for Oman
A permit for each shipment — toys have their own import permit, issued through the Ministry of Commerce, Industry and Investment Promotion, and the conformity approval for toys is given for each shipment imported, not once for the model.
By toy type, then by shipment — the evidence is built per toy type: a declaration of conformity and a test report for each type. The permit for a particular consignment is then applied for with the invoice for that shipment, and the documents are loaded into the system.
Checked before dispatch — which laboratory’s report is accepted, and what the full document set is, are confirmed against the competent authority’s requirements before the goods leave: the published wording names both the standards directorate and a certified laboratory, so we do not assume any report will do. Toys for children under 14 also fall under the Gulf toy regulation, which names Oman among the member states where it applies.

Sea22–32 days — an indicative sea transit between the ports confirmed in the quotation, according to the logistics partner YT. It does not include production, customs clearance or delivery to your address, which are set out separately. Ports of loading: Ningbo, Shanghai, Shenzhen (Yantian), Guangzhou (Nansha) or Qingdao — chosen for your shipment.
AirIndicatively 6–9 days according to the logistics partner; where this period starts and ends, which stages it covers and the overall schedule are confirmed in the quotation. Toys with lithium cells may be subject to air freight restrictions; the quotation says so for each such item.
ArrivalSohar handles the bulk of the country’s container traffic: the Ministry of Transport describes it as taking the world’s largest container ships and more than 80% of Oman’s maritime cargo. A shipment for the Muscat area is commonly routed through Sohar with a road leg on from there — one possible route rather than a fixed one. Air cargo arrives at Muscat International Airport. The port of arrival, the route and the timing for your shipment are confirmed in the quotation.
Before dispatchProduction of the run (5–25 days depending on the order quantity), inspection and consolidation. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation.
Inside OmanCustoms clearance and delivery from the point of entry to your city are agreed in the quotation. The estimated delivery schedule is confirmed there; a fixed date is not guaranteed.
Seasonal peaksFactories close for about two to four weeks around Chinese New Year, and Golden Week (1–7 October) adds time to production and sailings. In Oman the fixed date is the National Day on 20 and 21 November; the Hijri New Year, the Prophet’s Birthday, Isra and Mi’raj and the two Eids move with the Hijri calendar, and government offices work Sunday to Thursday. Place orders for those peaks early.
CostQuoted for your order: goods, freight, customs clearance, conformity documents and delivery are listed separately.
More details: Duty, VAT and conformity — rules and sources

Scope of this section: ordinary import of children’s toys for the domestic Omani market. Oman also has free zones and a special economic zone — Sohar, Salalah, Al Mazunah, Duqm and the Muscat Airport Free Zone. Naming a zone does not by itself settle the duty or the tax. The status of the zone, the status and licence of the consignee, and the terms on which the goods enter are three separate questions, and they are checked separately for a particular delivery; any relief enters the quotation only once it is confirmed to apply to your case. Where goods do later move from a zone into the domestic market, the duty and the tax fall due at that point. Temporary admission and re-export follow their own procedures and are quoted separately.

Customs duty. The Gulf customs union applies a common external tariff of 5% of the value of the goods on imports from outside the union, and Oman publishes its own customs tariff in Arabic and English. In the 2026 edition every line of heading 9503 carries 5%: children’s tricycles, scooters, pedal cars for children, dolls, balloons, radio-controlled model aircraft for amusement, puzzles of all kinds, scale models and other toys. The tariff’s own note settles the bicycle question — heading 87.12 includes all children’s two-wheeled bicycles, while other children’s cycles fall in heading 95.03 — and the 87.12 lines we read, including the sizes under 16 inches and 16 to 20 inches, also carry 5%. Every line of your order is classified at its full code and its rate is shown line by line in the quotation. Under the Gulf customs law the rate that applies is the one in force on the day the customs declaration is registered.

What the duty is charged on. The customs value is worked out under the Gulf customs law on the cost, insurance and freight basis, so the freight and the insurance sit inside the value and costs after arrival do not. An example, with its assumptions stated. A customs value of $12,000 is assumed for the example and already includes the freight and the insurance. The selected item is assumed to carry the 5% duty rate, so the duty is $600. The tax below is then calculated on $12,600, assuming no other taxes or charges enter the taxable value: 5% of $12,600 is $630. Duty and tax together are $1,230 in this example — that is the duty and the tax only, not the full cost of clearance and delivery, which also covers the declaration, the permit, handling, any storage and the road leg. The outcome depends on how the goods are classified, on the customs value accepted at clearance and on the charges that apply, so the figures for your order are given in the quotation.

Value added tax at 5%. Oman has charged value added tax since April 2021 at a standard rate of 5%, and goods cleared through customs are generally taxed at that rate. The law sets the base plainly: the taxable value of imported goods is the customs value prescribed by the Gulf customs law plus any taxes or other charges due on the import — so the tax is calculated on the duty-inclusive figure, not beside it. Customs collects the tax together with the duty, and the declaration system calculates it. An importer registered for the tax may apply online to the Tax Authority to defer payment to its next return, and a registered business can normally deduct the import tax as input tax provided it holds the customs documents evidencing the import and the tax paid. Registration is mandatory above 38,500 Omani rials of supplies and voluntary above 19,250. Note that the tax applies to every import of goods regardless of whether the importer is registered. This is the position as at 22 October 2026.

Gulf requirements. The Gulf Technical Regulation on Children’s Toys BD-131704-01 names the Sultanate of Oman among the member states where it applies, to toys designed or intended for use in play by children under 14. Toys made available on the market must bear the Gulf conformity mark, and the importer draws up a written declaration of conformity. The tracking symbol carries the notified body code and a QR code: scanning it opens the toy’s certificate in the Gulf tracking system, so a buyer or an inspector can check the document without asking anyone. The harmonised standards behind the tests are the GSO EN 71 set — mechanical and physical properties, flammability and migration of certain elements.

A notified body is part of the route for toys. Toys are not a group a supplier can simply self-declare. In the manufacturer route the manufacturer sends the technical documentation to a GSO notified body of its choice, applies for Gulf type examination, and the notified body issues a Gulf Conformity Certificate and approves the products under the tracking-symbol rules; the manufacturer then affixes the symbol and issues the declaration of conformity. There is also an importer route, used for homogeneous consignments, in which the importer applies to a notified body that samples and tests the consignment itself. Accredited test reports count as evidence when they clearly relate to the product, carry the endorsement of an accreditation body in the ILAC arrangement and are not older than three years. The standards applied are the GSO EN 71 set, with IEC or EN 62115 for electric toys and ISO 8124 or ASTM F963 where additional tests may be required.

One certificate can cover a group — check that yours is inside it. A certificate may be issued for a group of toys with the same tariff code, a similar age range, the same manufacturer, the same country of origin and a similar function and material. That is exactly why a document shown for one item does not automatically cover the next one. Check that each document explicitly covers the selected model and manufacturer; do not assume it covers other catalogue items.

Oman’s own route for toys: a permit for each shipment. Children’s toys have a dedicated import permit at the Directorate General of Customs, issued on behalf of the Ministry of Commerce, Industry and Investment Promotion through its standards and metrology arm. Two of its terms shape how an order is planned. First, the conformity approval for toys is given for each shipment imported — not once for the model — so every consignment carries its own approval. Second, the applicant submits the manufacturer’s or importer’s declaration of conformity together with the product test report, loaded into the system; the documents the permit lists are the invoice, that declaration of conformity, and a test report for each toy type. The published wording is not uniform on who issues that report — in one place it names the standards and metrology directorate, in another a certified laboratory — so which laboratory’s report is accepted, and the full document set for your order, are confirmed against the competent authority’s requirements before dispatch rather than assumed. The authority publishes target times for its own steps: two hours to approve a permit application during official working hours, and two hours from the goods being presented for inspection. Those are target times for those particular steps. They are not a guarantee that a consignment will be released within that time, they are not the time to clear customs overall, and they are not a delivery promise from us — the total depends on the declaration, the inspection and the checks that apply. Which document each item in your order needs is checked before dispatch and stated in the quotation. We do not promise a particular certificate before that check.

Arabic on the product. Under the Gulf toy regulation the safety information and the instructions that come with a toy have to be in Arabic, and that duty falls on the manufacturer, the importer and the distributor alike. The mandatory warnings go with it: a toy not intended for children under 36 months but which could be dangerous for them carries the age warning with the word Warning and a brief statement of the specific hazard, and there are separate warnings for latex balloons, small balls, long cords and electrical toys.

What the seller does. For each selected item, the quotation confirms the available conformity documents and the Arabic labelling. Any additional testing, marking or registration, their cost and lead times are agreed before the order is confirmed. Where testing is needed, it can be arranged close to the factory; the notified body decides the required tests.

Documents that travel with the goods. You receive a commercial invoice for the amount you actually paid, a packing list with weights and carton dimensions, the bill of lading or the air waybill, and the conformity documents for each model. Oman’s customs service lists the manufacturer’s country of origin certificate among the documents for a declaration, so it travels with every shipment. We do not issue an invoice for a value other than the amount paid: an understated invoice is a risk carried by the importer, because the authority can revalue the shipment and act against the company that declared it.

What the importer does. Your company in Oman is the importer and places the goods on the market. The declaration is generated in Bayan, the customs declaration system, with the documents attached according to the type of declaration and the permit added where the goods need one; the customs service page lists the commercial invoices, the manufacturer’s country of origin certificate and the declaration issued by the exporting country, and the declaration fee is 15 Omani rials for companies. The tax due is paid before release. Unless your quotation says otherwise, the duty, the import tax, any certification or permit fees and any port storage are on the importer’s account, and the delivery term is named in the quotation and in the contract.

Radio-controlled toys and toys with batteries. A toy with a radio transmitter — a remote control, Bluetooth or Wi-Fi — may need a separate telecom approval in addition to the toy rules, and toys with lithium cells may meet battery requirements and air-freight restrictions. For every such item the quotation states what applies and who arranges it.

Who is who. OPTTOYSCHINA is the online storefront of Yifeng Group (艺丰集团) and Chinese toy factories. The seller’s team in China confirms product specifications, prepares the quotation and agrees the supply terms with you; the contract and the invoice carry its full legal details. The logistics partner YT carries out the agreed shipment from Guangzhou. Claims and refunds are handled by the seller.

Payment in two stages. A 30–50% advance after the order is confirmed; the balance before dispatch from the warehouse named in your quotation, which for most orders is the Guangzhou warehouse, once you have received the photo and video report on your cargo. Payment is made in USD directly to the seller, Yifeng Group, in China. For visitors in Oman the site shows prices in Omani rials, and the display can be switched to yuan, dollars or euros; payment to the seller is in US dollars. The seller’s full details are given in the invoice and the contract, together with the governing law and the procedure for disputes; the contract is provided before you pay the advance.

Inspection before dispatch. Each order is inspected before it is shipped: quantity, item numbers, packaging, appearance and random functional checks; you get the photos and video before dispatch. The balance is paid only after you confirm the report. If the report shows a discrepancy for an item and you do not accept it, the item is replaced or the advance for that item is refunded. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation.

Claims after receipt. Photograph or film the goods and the packaging and send the claim through the contacts on this page within 2 days of receipt. The seller replies within 3 business days. The acceptable defect rate is 2% of the batch — counted against the whole batch, not against each item number separately — and defects above it are compensated as agreed by both parties: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the claim decision. Replacement shipping is at the seller’s expense. The three business days are working days in China, where the seller’s office is closed for Chinese New Year and for 1–7 October. Safety of the goods is a separate matter: it is covered by the conformity documents, not by this tolerance.

Frequently asked questions

Can I order wholesale toys from China with delivery to Oman?

Yes. Mix catalogue items from different factories in one order from 2,000 CNY, each item in full factory cartons. Sea transit 22–32 days between ports, air freight indicatively 6–9 days; clearance and delivery to your city are agreed in the quotation.

What is the minimum order?

2,000 CNY in total per order. Each item is ordered in full factory cartons; the pieces per carton are shown on the product card. There is no need to order a full container.

Who is the seller, and what does OPTTOYSCHINA do?

The seller on the contract and the invoice is Yifeng Group (艺丰集团) in China. OPTTOYSCHINA is the online storefront of Yifeng Group and Chinese toy factories; the seller’s team in China confirms specifications, prepares the quotation and agrees the supply terms with you. Each product card shows the manufacturer of that item.

How long does delivery take?

Production of the run comes first — 5–25 days depending on the order quantity. Then sea transit of 22–32 days between ports, or air freight of indicatively 6–9 days according to the logistics partner. Customs clearance and delivery inside Oman are agreed in the quotation.

What are the customs duty and taxes on toys in Oman?

The duty is 5% of the value of the goods — the common external rate of the Gulf customs union — and that value includes the freight and the insurance. Oman’s own customs tariff shows that 5% on every toy line of heading 9503, and the tariff’s note puts children’s two-wheeled bicycles in heading 8712, where the lines also carry 5%. On top of the duty comes value added tax at 5%, charged in Oman since April 2021: the law sets the taxable value of imported goods as the customs value plus any taxes or other charges due on the import, so the tax is calculated on the duty-inclusive figure. On an assumed customs value of $12,000, which already includes the freight and the insurance, and at the 5% duty rate for the selected item, the duty is $600 and the tax is 5% of $12,600, or $630 — $1,230 of duty and tax in this example, not the full cost of clearance and delivery. The outcome depends on the classification, on the customs value accepted at clearance and on the charges that apply. Customs collects both through the declaration system before release, an importer registered for the tax may apply to defer payment to its next return, and a registered business can normally deduct the import tax as input tax. For a delivery into a free zone or the special economic zone, the customs and tax treatment is checked separately against the status of the zone, the consignee and the terms of entry; any relief is counted only once it is confirmed to apply.

Which conformity documents do toys need?

Two routes apply at once. Toys for children under 14 fall under the Gulf regulation BD-131704-01, which names the Sultanate of Oman among the member states where it applies: the Gulf conformity mark with the tracking symbol whose QR code opens the certificate in the Gulf tracking system, a written declaration of conformity from the importer, and the safety information and instructions in Arabic. On top of that, toys have a dedicated import permit at the Directorate General of Customs, issued for the Ministry of Commerce, Industry and Investment Promotion. Its terms matter for planning: the conformity approval for toys is given for each shipment imported, not once for the model, and the evidence is built per toy type — a declaration of conformity and a test report for each type — and the permit for a particular consignment is then applied for with that shipment’s invoice, the documents loaded into the system. The published wording is not uniform on who issues the test report, naming the standards directorate in one place and a certified laboratory in another, so which report is accepted and what the full document set is are confirmed against the competent authority’s requirements before dispatch. The authority also publishes target times for its own steps — two hours to approve a permit application during working hours — which is a target for that step, not a guarantee that the goods will be released in that time and not the overall customs clearance time.

What does customs ask for when the goods arrive?

The declaration is generated in Bayan, the customs declaration system, by the importer or a licensed broker, with the documents attached according to the type of declaration and a permit added where the goods need one — toys do. The customs service page lists the commercial invoices, the manufacturer’s country of origin certificate and the declaration issued by the exporting country, and the declaration fee is 15 Omani rials for companies. The duty and the value added tax are paid before the goods are released. We provide the shipping documents and the conformity documents for each model.

Which currency do I pay in?

In USD, directly to the seller, Yifeng Group, in China. For visitors in Oman the site shows prices in Omani rials, and the display can be switched to yuan, dollars or euros; payment to the seller is in US dollars. The seller’s full details are given in the invoice and the contract.

Do I have to pay everything upfront?

No. A 30–50% advance after the order is confirmed; the exact advance is fixed in the quotation. The balance is paid before dispatch, after you receive the photo and video report.

What if the goods arrive with a defect?

Send the claim through the contacts on this page within 2 days of receipt, with photos or video; the seller replies within 3 business days. The acceptable defect rate is 2% of the batch; defects above it are compensated as agreed: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the decision; replacement shipping is at the seller’s expense.

Can you make toys under my brand?

Yes: your logo and Arabic packaging on a catalogue model, a modified model, a new product from your design or sample, or production with your own mould after a technical check. Indicative quantities start from 1,000 units per model; the minimum for your product is confirmed after the factory reviews the specifications. Testing and marking for the new product are planned together with the run.

How does this compare with Alibaba, 1688 or a local wholesaler?

These are different buying scenarios. A local wholesaler may suit an urgent purchase when the goods you need are in stock there, already imported and certified. For planned sourcing from China, OPTTOYSCHINA offers a mixed catalogue order from several factories from 2,000 CNY under one contract, inspection with photos and video before dispatch, and options for custom manufacturing under your own brand. Compare quotations for the same specifications, quantities, documentation and delivery scope.
