How buying through OPTTOYSCHINA works
More details: Catalogue items — how an order is built
Choose children’s toys for a shop in a Beirut mall, a wholesale business, an online store on a Lebanese marketplace, or for distribution across Lebanon, from the catalogue of Chenghai (Shantou) and Yiwu factories. Each product card shows the price per piece and per carton, the pieces per carton and the manufacturer. Build an order from different items from 2,000 CNY in total; each item in full factory cartons. For a large quantity of one model, send the item number and the order quantity — the seller’s team in China confirms the production run, lead time and price.
The 2,000 CNY minimum applies to the value of the goods. Delivery, customs clearance, taxes and the documents required are calculated separately. The quotation shows what the costs consist of and the total for the agreed scope of supply, line by line, so you can see the landed cost per piece before you commit.

More details: What to send for a quote: a photo or drawing, the quantity, your logo, packaging requirements, whether you have your own mould, and the delivery city
A full technical brief is not needed for the first request.
For a first quote send: a photo, a drawing, a link to the catalogue item or a description; the order quantity; your logo file and where it should go; what you need from the packaging; the changes you need; whether you already have your own mould; and the delivery address in Beirut. Mould data and project files — if you have them.
Indicative quantities start from 1,000 units per model. The minimum order for your product is confirmed after the factory reviews the specifications.
Sample. A paid sample is made within 7 days when the required mould is ready. For a new product or a modified mould, the sample timing is set after the technical review. The production run starts after you approve the sample. Sample production and shipping are quoted separately. Whether a sample qualifies for a customs-duty exemption in Lebanon is checked against the applicable customs requirements before dispatch; it is not automatic. Any applicable clearance charges are confirmed separately.
Timing. Production of a confirmed run — 5–25 days depending on the order quantity. Development of a new model, changes to a model and mould making come before the run and are scheduled after the review.
Documents for a private-label run. Before the run starts we assess how changes to the brand, the packaging, the materials, the construction, the size or the function affect safety, marking and whether the test reports already held still apply. Whether further testing and documents are needed, and how much, follows from that check and is agreed before the order is confirmed.

| Sea | The sea transit between the ports confirmed in the quotation is set out there, according to the logistics partner YT. It does not include production, customs clearance or delivery to your address, which are set out separately. Ports of loading: Ningbo, Shanghai, Shenzhen (Yantian), Guangzhou (Nansha) or Qingdao — chosen for your shipment. On the published CMA CGM schedule for its direct Asia–Lebanon service (June 2026) the transit to Beirut is 23 days from Shekou, 27 from Shanghai and 34 from Ningbo. The transit for your shipment is confirmed in the quotation together with the route and the port of arrival. |
| Air | The air transit according to the logistics partner — where it starts and ends, which stages it covers and the overall schedule — is confirmed in the quotation. Toys with lithium cells may be subject to air freight restrictions; the quotation says so for each such item. |
| Arrival | The route and the port of arrival are confirmed in the quotation. On the agreed route through the Port of Beirut, Lebanon’s main seaport, the cargo is discharged there; Tripoli in the north is the other Lebanese port able to work container ships. Air cargo arrives at Beirut’s international airport, the country’s main air gateway. Customs clearance and the leg from the port to your address are separate stages and are quoted separately. |
| Before dispatch | Production of the run (5–25 days depending on the order quantity), inspection and consolidation. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation. |
| Inside Lebanon | Customs clearance and delivery from the point of entry to your address are agreed in the quotation. For the last leg send the delivery address or the district and the conditions for taking the goods in — whether there is a loading bay, whether a tail lift is needed and the hours you can receive. The estimated delivery schedule is confirmed in the quotation; a fixed date is not guaranteed. |
| Seasonal peaks | Factories close for about two to four weeks around Chinese New Year, and Golden Week (1–7 October) adds time to production and sailings. Lebanon’s calendar of official holidays carries both Christian and Islamic dates, and the Islamic ones move with the Hijri calendar; the dates that fall across your shipment are named in the quotation. Place orders for those peaks early. |
| Cost | Quoted for your order: goods, freight, customs clearance, conformity documents and delivery are listed separately. |
More details: Duty, VAT and conformity — rules and sources
Scope of this section: ordinary import of children’s toys for the Lebanese domestic market. Lebanon is not a member of the Gulf customs union, so the Gulf common tariff and the Gulf conformity marking do not govern an import here — Lebanon applies its own customs tariff, its own tax law and its own technical regulations. Lebanon also has free zones and customs zones. Naming a zone does not by itself settle the duty or the tax: the status of the zone, the status and licence of the consignee, and the terms on which the goods enter are separate questions, checked separately for a particular delivery, and any relief enters the quotation only once it is confirmed to apply to your case. Temporary admission and re-export follow their own procedures and are quoted separately.
Customs duty. Lebanon applies an integrated customs tariff, and the rate follows the code of the item. Every line of your order is classified at its full code, and the rate for that line is shown against it in the quotation. In the published tariff the line for toys, 9503.00, is at 5%; most lines for games (9504) and festive articles (9505) are also at 5%, and playing cards (9504.40) are at 20%. If your broker has already classified a line, send the code with your list and we quote against it.
What the tax is charged on. For imported goods the rule is set out plainly in the State’s published budget documents: the tax is calculated on the customs value of the goods, plus all applicable customs duties and other taxes, with the value added tax itself excluded from its own base. We quote the goods, the freight and the services separately, so you can see what enters the declaration and what does not.
Value added tax at 11%. The tax applies to goods consumed in Lebanon, whether made locally or imported. It began on 1 February 2002 under Law No. 379 of 14 December 2001 at a rate of 10%, and Law No. 64 of 26 October 2017 amended Article 25 of that law to raise the rate to 11% from the quarter following publication, that is from 1 January 2018. The standard rate has been 11% since. On importation the tax falls due at the same point as the customs duties, so customs collects it at the clearance stage, and the rate applied is the one in force on the day the declaration is registered. Position as at 23 October 2026.
A 1.5% deposit — only for some importers. The 2026 budget law (Law No. 40 of 10 February 2026, article 27) allows the Customs Administration to take a deposit of 1.5% of the value of an import transaction from a taxpayer who has not filed the returns on the results of its activity, or its value added tax returns, for any of the three years before. It is credited against the tax due rather than lost. It follows the tax standing of the importing company and not the goods, so it is not an addition to every order: whether it touches yours is a question for your accountant in Lebanon.
The currency the figures sit in. Lebanon’s official exchange rate has been 89,500 lira to the dollar since 2024, and the State’s own budget figures are converted at it. Your quotation and your invoice are in US dollars; the rate actually applied to your customs declaration is confirmed at clearance.
Documents attached to the declaration. The published trade guidance for Lebanon describes the import set as a declaration on the single administrative document, the bill of lading, the packing list, the original commercial invoice, the delivery order proving ownership of the goods, and a certificate of origin. We treat that as the usual set rather than as an exhaustive legal list: the documents actually required for your shipment are confirmed with your customs broker before dispatch, and we prepare the shipping documents to match. We do not promise a document whose availability has not been established.
Toy safety in Lebanon: the institution, the standards and the check. Three different things, and keeping them apart is what makes the subject usable. There is no Gulf conformity marking here.
Who sets what. Lebanese standards are issued by the Lebanese Standards Institution, LIBNOR, which also authorises the Lebanese conformity mark “NL”. Technical regulations are issued by the individual ministries, as ministerial decisions and decrees. Consumer protection, including what has to appear on the label, sits with the Ministry of Economy and Trade under the Consumer Protection Law.
The toy standards that exist in Lebanon. LIBNOR has adopted the European EN 71 toy-safety series as Lebanese standards. In its catalogue we opened the records for part 2 on flammability, which bars certain categories of flammable material from all toys and sets requirements for toys exposed to a small source of ignition; part 3 on the migration of certain elements; part 4 on experimental sets for chemistry; part 5 on chemical toys other than experimental sets; part 7 on finger paints, which also carries requirements for markings, labelling and containers; and part 8 on activity toys for domestic use, written for children under 14. Those records carry 2014 editions under the toy technical committee. Two things follow, and both matter for your order. First, these are not presented here as the current editions: a newer edition or a replacing document may exist, and the edition that applies to your item is checked when we check the item. Second, a Lebanese standard is voluntary in principle — it becomes mandatory only for reasons of public safety, public health or national interest, on the recommendation of LIBNOR’s board and by a decree of the Council of Ministers. One requirement is listed by Lebanese Customs itself: for toys for ages 4 to 14 that run on replaceable or rechargeable batteries or on mains power, a certificate of conformity from the Industrial Research Institute (IRI) under Decree No. 12365 of 23 April 2003. The “NL” mark is a conformity mark granted on application; it is not an import permit, and we do not promise it. Which parts bear on your item follows from what the item is: its age grading, its materials, its construction, and whether it is a chemical, electrical or activity toy.
What we check for the toy you select. Four things, and all four before the order is confirmed. Safety requirements: which parts of the series bear on the item, given its age grading and construction. Materials: migration of certain elements and chemical content, where parts 3, 4 and 5 are the usual reference points. Marking: the information the law requires on the label or the packaging, the warnings and the age marking, and what has to change on the pack. Documents: which test reports the factory already holds, whether their scope actually covers this model and this manufacturer, and what obtaining anything missing would take. If a document your order depends on cannot be obtained, we say so before the order is confirmed, not after. The inspection before dispatch then confirms that the agreed set is in place — it is not the moment at which we first find out whether the goods can be supplied. Goods presented for clearance may still be inspected by customs; having the documents in order does not remove that.
The language and the content of the label. The Consumer Protection Law — Law No. 659 of 4 February 2005, as amended by Laws No. 79 of 2010, No. 224 of 2012 and No. 265 of 2014 — adopts Arabic in principle for the information that has to appear on the label of the goods or on the packaging, and generally in any act offering the goods or the service; that is Article 9. The same article leaves the cases in which English or French may be used instead of Arabic to be set by a decision of the Minister of Economy and Trade. We treat Arabic as the working assumption for a retail pack sold in Lebanon and apply the exception only where such a basis is established for the item in question. What has to appear is determined by the competent administration according to the nature of each product, its characteristics and the applicable specifications; the list given in Article 7 is expressly by way of example and covers the nature and type of the goods and their components or composition, the net weight or volume or count, the shelf life, the country of origin, the name and address of the manufacturer or the trader, and the risks and precautions arising from use. That is a statutory example and not a fixed checklist for every toy — the exact wording, the warnings and the age marking for your items are agreed before the order is confirmed.
What the seller does. For each selected item, the quotation states which conformity documents exist, which can be obtained and what obtaining them takes. Any additional testing, marking or registration, their cost and lead times are agreed before the order is confirmed. Where testing is needed, it can be arranged close to the factory; the required tests follow the regulation that applies.
Documents that travel with the goods. You receive a commercial invoice for the amount you actually paid, a packing list with weights and carton dimensions, the bill of lading or the air waybill, and the conformity documents provided for by the agreed supply scheme. Before the order is confirmed we agree, for each selected item, which documents are needed and whether they can be provided. We do not issue an invoice for a value other than the amount paid: an understated invoice is a risk carried by the importer, because the authority can revalue the shipment and act against the company that declared it.
What the importer does. Your company in Lebanon is the importer and places the goods on the market. The declaration is filed with the required documents attached to it, and the duty and the tax are paid at the clearance stage before the goods are released. Unless your quotation says otherwise, the duty, the value added tax, any certification or document fees and any port storage are on the importer’s account, and the delivery term is named in the quotation and in the contract.
Radio-controlled toys and toys with batteries. A toy with a radio transmitter — a remote control, Bluetooth or Wi-Fi — may need a separate telecom approval in addition to the toy rules, and toys with lithium cells may meet battery requirements and air-freight restrictions. For every such item the quotation states what applies and who arranges it.

Payment, inspection, defects
More details: Payment, inspection and claims — details
Who is who. OPTTOYSCHINA is the online storefront of Yifeng Group (艺丰集团) and Chinese toy factories. The seller’s team in China confirms product specifications, prepares the quotation and agrees the supply terms with you; the contract and the invoice carry its full legal details. The logistics partner YT carries out the agreed shipment from Guangzhou. Claims and refunds are handled by the seller.
Payment in two stages. A 30–50% advance after the order is confirmed; the balance before dispatch from the warehouse named in your quotation, which for most orders is the Guangzhou warehouse, once you have received the photo and video report on your cargo. Payment is made in USD directly to the seller, Yifeng Group, in China. Prices shown in a local currency on the site are for reference only, and the display can be switched to yuan, dollars or euros; payment to the seller is in US dollars. The seller’s full details are given in the invoice and the contract, together with the governing law and the procedure for disputes; the contract is provided before you pay the advance.
Inspection before dispatch. Each order is inspected before it is shipped: quantity, item numbers, packaging, appearance and random functional checks; you get the photos and video before dispatch. The balance is paid only after you confirm the report. If the report shows a discrepancy for an item and you do not accept it, the item is replaced or the advance for that item is refunded. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation.
Claims after receipt. Photograph or film the goods and the packaging and send the claim through the contacts on this page within 2 days of receipt. The seller replies within 3 business days. The acceptable defect rate is 2% of the batch — counted against the whole batch, not against each item number separately — and defects above it are compensated as agreed by both parties: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the claim decision. Replacement shipping is at the seller’s expense. The three business days are working days in China, where the seller’s office is closed for Chinese New Year and for 1–7 October. Safety of the goods is a separate matter: it is covered by the conformity documents, not by this tolerance.
Frequently asked questions
Can I order wholesale toys from China with delivery to Beirut?
Yes. Mix catalogue items from different factories in one order from 2,000 CNY, each item in full factory cartons. The sea and air transit to Lebanon, the clearance and the delivery to your address in Beirut are agreed in the quotation.
How does cargo reach Beirut?
The route and the port of arrival are confirmed in the quotation, and we do not promise a particular port before that. On the agreed route through the Port of Beirut — Lebanon’s main seaport — the cargo is discharged there, and the customs clearance and the leg from the port to your address are separate stages that are quoted separately. If the shipment arrives at another port, the inland leg to Beirut is agreed separately. Tripoli in the north is the other Lebanese port able to work container ships. Air cargo arrives at Beirut’s international airport. For the last leg, send the delivery address or the district and the conditions for taking the goods in — whether there is a loading bay, whether a tail lift is needed and the hours you can receive. The sea transit quoted is between the ports confirmed in the quotation; production, customs clearance and delivery to your address are separate and are set out there.
What is the minimum order?
2,000 CNY in total per order. Each item is ordered in full factory cartons; the pieces per carton are shown on the product card. There is no need to order a full container.
Who is the seller, and what does OPTTOYSCHINA do?
The seller on the contract and the invoice is Yifeng Group (艺丰集团) in China. OPTTOYSCHINA is the online storefront of Yifeng Group and Chinese toy factories; the seller’s team in China confirms specifications, prepares the quotation and agrees the supply terms with you. Each product card shows the manufacturer of that item.
What are the customs duty and taxes on toys?
The value added tax is the fixed number: 11%, collected by customs at the clearance stage at the same point as the duty, and calculated on the customs value plus the applicable customs duties and other taxes, with the tax itself excluded from its own base. The customs duty on toys (tariff line 9503.00) is 5% — most games and festive articles are also at 5%, playing cards at 20% — and every line of your order is classified at its full code and its rate is shown against it in the quotation. A deposit of 1.5% of the value of the import may also apply, but only to an importer that has not filed its tax or VAT returns for one of the three previous years, and it is credited against the tax due. Rates in force on the day the declaration is registered apply.
Which conformity documents do toys need?
Two sets, and both are settled before the order is confirmed. For customs: the declaration with the usual import set — the bill of lading, the packing list, the original commercial invoice, the delivery order and a certificate of origin, confirmed with your customs broker. For the product: LIBNOR has adopted the European EN 71 toy-safety series as Lebanese standards, covering mechanical and physical properties, flammability, the migration of certain elements, chemical and experimental sets, finger paints and activity toys for domestic use; which parts bear on your item follows from its age grading, materials and construction. A Lebanese standard is voluntary in principle and becomes mandatory only by a decree of the Council of Ministers, so we do not promise a particular certificate or the “NL” mark. For toys for ages 4–14 running on batteries or mains power, Lebanese Customs lists a certificate of conformity from the Industrial Research Institute (Decree No. 12365 of 2003). Before you confirm the order we check which requirements apply, which test reports exist and whether their scope covers this model and manufacturer — and say so then if something cannot be obtained. There is no Gulf conformity marking in Lebanon.
I sell on a Lebanese marketplace — can you prepare the goods for that?
A marketplace adds requirements on top of the import ones, it does not replace them. The goods still have to be cleared, and the retail pack has to carry the information the law requires on the label or the packaging — the nature and composition of the goods, the net weight or count, the country of origin, the name and address of the manufacturer or the trader, and the risks and precautions arising from use — in Arabic, which the Consumer Protection Law adopts in principle, with English or French instead of it only where a ministerial decision provides for that case. Each item usually needs its own barcode, and the marketplace may ask for more. Send the marketplace name and the item numbers: the quotation states what we put on the goods and the packaging in China and what your company arranges in Lebanon.
Which currency do I pay in?
In USD, directly to the seller, Yifeng Group, in China. Prices shown in a local currency on the site are for reference only; payment in them is not accepted. Lebanon’s official exchange rate has been 89,500 lira to the dollar since 2024, and the State’s own budget figures are converted at it; the rate applied to your customs declaration is confirmed at clearance. The seller’s full details are given in the invoice and the contract.
Do I have to pay everything upfront?
No. A 30–50% advance after the order is confirmed; the exact advance is fixed in the quotation. The balance is paid before dispatch, after you receive the photo and video report.
What if the goods arrive with a defect?
Send the claim through the contacts on this page within 2 days of receipt, with photos or video; the seller replies within 3 business days. The acceptable defect rate is 2% of the batch; defects above it are compensated as agreed: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the decision; replacement shipping is at the seller’s expense.
Can you make toys under my brand?
Yes: your logo and Arabic packaging on a catalogue model, a modified model, a new product from your design or sample, or production with your own mould after a technical check. Indicative quantities start from 1,000 units per model; the minimum for your product is confirmed after the factory reviews the specifications. Before the run we assess how your changes affect safety, marking and whether the test reports already held still apply; any further testing and documents are agreed before the order is confirmed.
How does this compare with a wholesale market in Beirut?
These are different buying scenarios. A local wholesaler may suit an urgent purchase when the goods you need are in stock there, already imported and certified. For planned sourcing from China, OPTTOYSCHINA offers a mixed catalogue order from several factories from 2,000 CNY under one contract, inspection with photos and video before dispatch, and options for custom manufacturing under your own brand. Compare quotations for the same specifications, quantities, documentation and delivery scope.
Send your list — we will quote the order for Beirut
Item numbers from the catalogue, quantities and the delivery address in Beirut. For your own product — a link, a photo or a description and the quantity. The team replies during business hours; China is five hours ahead of Lebanon.
