How buying through OPTTOYSCHINA works
More details: Catalogue items — how an order is built
Choose children’s toys for a shop in a Cairo mall, a wholesale business, an online store on a Egyptian marketplace, or for distribution across Egypt, from the catalogue of Chenghai (Shantou) and Yiwu factories. Each product card shows the price per piece and per carton, the pieces per carton and the manufacturer. Build an order from different items from 2,000 CNY in total; each item in full factory cartons. For a large quantity of one model, send the item number and the order quantity — the seller’s team in China confirms the production run, lead time and price.
The 2,000 CNY minimum applies to the value of the goods. Delivery, customs clearance, taxes and the documents required are calculated separately. The quotation shows what the costs consist of and the total for the agreed scope of supply, line by line, so you can see the landed cost per piece before you commit.

More details: What to send for a quote: a photo or drawing, the quantity, your logo, packaging requirements, whether you have your own mould, and the delivery city
A full technical brief is not needed for the first request.
For a first quote send: a photo, a drawing, a link to the catalogue item or a description; the order quantity; your logo file and where it should go; what you need from the packaging; the changes you need; whether you already have your own mould; and the delivery address in Cairo. Mould data and project files — if you have them.
Indicative quantities start from 1,000 units per model. The minimum order for your product is confirmed after the factory reviews the specifications.
Sample. A paid sample is made within 7 days when the required mould is ready. For a new product or a modified mould, the sample timing is set after the technical review. The production run starts after you approve the sample. Sample production and shipping are quoted separately. Whether a sample qualifies for a customs-duty exemption in Egypt is checked against the applicable customs requirements before dispatch; it is not automatic. Any applicable clearance charges are confirmed separately.
Timing. Production of a confirmed run — 5–25 days depending on the order quantity. Development of a new model, changes to a model and mould making come before the run and are scheduled after the review.
Documents for a private-label run. Before the run starts we assess how changes to the brand, the packaging, the materials, the construction, the size or the function affect safety, marking and whether the test reports already held still apply. Whether further testing and documents are needed, and how much, follows from that check and is agreed before the order is confirmed.

Delivery to Cairo and documents
More details: Delivery from China to Egypt — details
Stages. Production comes first, then pre-shipment inspection and consolidation, then transit, then clearance and the inland leg. The quotation sets out each stage separately, because the total is the sum of them and not a single number.
Sea and air. Sea transit to Egypt is 22–30 days and air is 6–9 days, port to port and airport to airport; these are the figures shown for Egypt on our own site. They do not include production, waiting for the sailing, clearance or delivery to your address — those are quoted as separate stages.
Arrival. Container traffic to Egypt runs through several ports, and a carrier can change the call. The port of arrival is therefore fixed for your shipment in the quotation rather than promised in advance, and the inland leg is priced from the port where the goods are actually discharged. Air cargo arrives at the airport named in the quotation.
Before dispatch. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation. Shipments to countries outside the CIS leave from the warehouse of our logistics partner YT in Guangzhou. Toys with lithium cells may be subject to air freight restrictions; the quotation says so for each such item.
Getting the goods into Cairo. Cairo is inland, so a sea consignment enters through a port and continues by road. Egypt has entry points on both the Mediterranean and the Red Sea coasts, and the line decides which one your sailing calls at, so the quotation names the point of entry that applies to your shipment instead of promising one in advance. The inland leg is a separate line in the quotation, priced from the port where the goods are actually discharged; we do not quote a road time before the port is known. Air consignments arrive at the airport named in the quotation.
What we need for the last leg. The delivery address or the district; whether there is a loading dock or the vehicle has to unload at street level; whether a tail lift is needed; whether a truck of a particular size can reach the entrance; and the hours when you can receive. These decide the vehicle and the unloading, and they are priced as part of the inland leg rather than assumed.
More details: Duty, VAT, registration and conformity — rules and sources
Scope of this section: ordinary commercial import of children’s toys for the Egyptian market. Free zones have their own regime under the tax law — goods supplied from a free zone into the local market are taxed as imports, and import for trading inside a free zone that covers an entire city is treated as local consumption — so a free-zone or re-export structure is quoted separately. Egypt is not part of a Gulf customs union, so the Gulf common tariff and the Gulf conformity marking do not govern an import here.
Value added tax. The tax is imposed on goods and services, local or imported, at all stages of circulation except where a special provision exempts them. The general rate was 13% for the 2016/2017 financial year and 14% from the 2017/2018 financial year; the 2025 amendment to the law changed other provisions and left the general rate at 14%. For imported goods the tax falls due at the stage of release from customs, whatever the purpose of the import, and again at the stages of circulation inside the country after release.
What the tax is charged on. For goods imported from abroad the law takes, at the stage of release from customs, the value used as the basis for determining the customs duty, including the services connected with the imported goods, plus the customs duties and the other taxes and fees imposed. That is the rule we work to, and it is why freight and insurance are counted once: they are already inside the customs value and are not added a second time. The declared value on a later local sale may not fall below the value used at customs release unless there is a commercial reason for the lower figure.
Customs duty. The rate follows the tariff line of the item and is applied to the customs value. We do not state a duty rate on these pages. The line depends on what the item actually is — a doll, a wheeled toy, a construction set and a game are not the same line — and the figure that matters is the one for your items. We classify each line of your order and show the goods, the carriage, the clearance and each payment separately in the quotation, so the absence of a single catalogue-wide rate costs you nothing: what you get is the calculation for what you actually ordered.
Four different requirements, not one procedure. They are often run together and are easy to confuse, so we keep them apart.
(1) The goods and the registration decree. The ministerial decree on registration of factories eligible to export to Egypt lists the commodities that may be released for trade only under its condition, and item 22 of that list is customs code 9503, “Toys for children”. The decree’s own wording sets out alternatives: such products, imported for the purpose of trade, may not be released unless they are produced by the registered factories, or imported from companies owning trademarks, or from their distribution centres registered in that registry. The decree also provides that the Minister may make exemption from any or all registration requirements as the case may be. Registration of a factory requires, among other things, its legal status and licence, a statement of the items it produces and their trademarks, and a certificate that it applies a quality control system issued by a body recognised through international accreditation cooperation or approved by the Minister. We do not assert that Yifeng or any catalogue factory is recorded in that register: whether a given factory, trademark owner or distribution centre is recorded, and what the entry covers, is checked for the items you select.
(2) Your company’s right to import for trade. Commercial importing in Egypt requires the Egyptian buyer to be entered in the importers register kept by the same authority, under the importers register law as amended. This is about the buyer, not about the factory, and the two requirements do not substitute for each other.
(3) Taking part in a particular certification body’s programme. Bodies recognised for the Egyptian conformity assessment programme run their own schemes, with their own application forms, registrations and validity periods. That is a commercial arrangement with a body, not a state register, and a body states plainly that its own registration shall not be construed as registration with the authority.
(4) The documents of the particular consignment. A regulated consignment travels with its inspection certificate, and the advance cargo declaration has to exist before shipment. These attach to the shipment, not to the catalogue and not to the company.
What this means for a mixed order. Our offer is a mixed order from several factories, so the checks are made at item level: before the order is confirmed we establish which items you selected, who manufactures them or owns their trademark, which registration route applies to each, and which documents each needs. One seller, one contract or one invoice does not replace those checks. We also keep three things apart that are often merged: a document about a model (a test report), a registration of an organisation (a factory, a trademark owner, a distribution centre, an importer), and a certificate for a consignment. We do not claim that a mixed consignment is always covered by a single certificate, and we do not claim that every factory in it always needs a separate one; how a particular consignment is certified is settled with the body and the broker for that shipment.
A catalogue listing is not an import permission. The item number, the specification and the version you order are agreed with the seller before the order is confirmed; an item being in the catalogue does not by itself establish that it may be imported into Egypt.
Production under your own brand. A private-label run changes several things at once, and each has to be looked at separately: who owns the trademark, because the registration route may run through the trademark owner rather than the factory; which manufacturer actually makes the goods, because the registration and the test reports belong to a specific factory; new packaging and marking, because the obligatory information and warnings have to be right on the new artwork; any change to the construction of the toy, because testing follows the construction; and what has to be registered or tested again as a result. We do not promise that a factory’s existing documents automatically cover your brand, and we do not treat every change of brand as automatically a new product for every procedure — what each change triggers is assessed for the specific project before the order is confirmed.
The inspection certificate, and whose procedure is whose. The state requirement is that regulated products are checked for conformity before release, and that the consignment is accompanied by a certificate of inspection issued by a body recognised for the programme. How a given body organises its work is that body’s own description, not the law. One recognised body, for example, publishes two routes for exporters — an occasional route handled shipment by shipment with testing and a mandatory pre-shipment inspection, and a frequent-exporter route in which the body issues a statement of registration valid for a year and then certifies shipments on that basis with intermittent testing. Those are that programme’s routes. A yearly registration with a body is not a requirement for every order; whether it is worth taking depends on how often you ship. Testing, inspection, registration and the issue of the certificate are four separate steps, and existing valid test reports may be usable where their scope covers the model and the manufacturer — we check that rather than assume a new test for every consignment. What we confirm for you before the order: which of your items fall under the certificate requirement, which bodies are currently recognised for them and for which scope, what the applicable procedure is, and whether any exemption or alternative applies. Whatever must happen before the goods leave China — testing, inspection, certification — is done before dispatch, not after.
Toy safety: what is actually checked. Egypt has its own toy safety standard series, and the standards body publishes a card for each part with its edition, its status and the decisions behind it. Most parts carry obligatory status — mechanical and physical properties (2021), flammability (2014), migration of certain elements (2021), experimental sets for chemistry (2025), other chemical sets (2017), certain phthalate esters (2025), finger paints (2020), activity toys for domestic use (2023), organic chemical compounds in their sample-preparation (2023) and methods-of-analysis (2023) parts, N-nitrosamines (2017), olfactory board games and cosmetic kits (2025), trampolines for domestic use (2020) and microbiological safety (2025). One part is not obligatory: organic chemical compounds — requirements, which the card records as removed from obligation by decision 196/2023. We do not treat that part as obligatory, and we do not read a missing confirmation as evidence that any other part is voluntary. The table of parts, editions, statuses and decisions is kept with the quotation for the items you select.
What the cards say about European standards — and what they do not. For most parts the card lists the matching EN 71 part among its main references; for the phthalate and microbiological parts it lists ISO 8124 instead. A reference is not a statement of equivalence: the card does not state a degree of correspondence between the Egyptian standard and the European or international one. So a European test report is a starting point, not an automatic answer. Whether a particular report is acceptable depends on the applicable Egyptian requirements, the edition of the standard in force, the tests the report actually covers, the model, the manufacturer, and the body that will accept it — we establish those before the order is confirmed. A CE mark or a European report is in no case by itself permission to bring the goods in.
What gets checked in practice follows from the toy: mechanical and physical properties for a wheeled or mechanical toy, flammability for textiles and soft toys, migration of certain elements for painted and plastic parts, chemical requirements for finger paints and modelling material. Age marking and the warnings that go with it are part of the check, and so are the particulars identifying the manufacturer and the importer and the country of origin. For each selected item we establish which parts apply, which editions are in force, what wording and warnings the artwork must carry, in which language, and whether they go on the toy, on the retail pack or on the transport packaging — and we confirm that before the artwork is printed, not after. Requirements written for other markets — Gulf, Jordanian or Israeli — do not apply here and are not carried over.
Advance cargo information by sea: who does what. Your company in Egypt registers on the national single window and obtains the ACID number for the consignment: the importer lists the advance cargo data and acquires the ACID before import operations start, and submits the cargo data and documents — the invoice and the bill of lading, initial or final — before shipment, with the portal’s own guidance putting the data and the preliminary documents (pro-forma invoice and draft bill of lading, where they exist) at least 48 hours before the cargo is shipped from the export country. The importer then shares the ACID with the seller. The seller’s part is to send the shipment documents into the same platform through the blockchain document service the portal uses — CargoX — upon the vessel’s departure from the port of export, and to quote the ACID on the documents. The ACID, the invoice and the transport document have to carry matching identifiers, and the carrier checks that a valid ACID exists before accepting the cargo.
Advance cargo information by air. The customs authority has made advance cargo information mandatory for air shipments from 1 January 2026, so an air consignment is planned on that basis. The order of the steps is the same in substance — the Egyptian importer obtains the ACID on the single window and passes it to the seller, and the seller files the shipping documents through the platform. The 48-hour figure above belongs to the sea procedure and is not used for an air consignment: for the flight your shipment goes on, the filing deadline and the document set are confirmed before dispatch, with the carrier and your customs broker. Everything else in the air procedure is the same as set out here.
The seller’s account on the platform. Sending documents requires the sending company to be registered on the platform and to have passed its identity check, which is done once and takes time: the platform asks for company registration or licence documents, a tax identifier and an authorisation, and reviews them manually. We do not state that Yifeng is already registered or verified there — whether that step is already done, or has to be arranged for your shipment, is confirmed before the order.
Two limits that hold for both modes. An ACID number is a filing, not a decision: it does not by itself mean the goods will be released, and it does not replace the conformity documents.
What the seller does. For each selected item the quotation states which conformity documents exist, which can be obtained and what obtaining them takes, together with any additional testing, marking or registration, their cost and lead times, agreed before the order is confirmed. Check that each document explicitly covers the selected model and manufacturer; do not assume it covers other catalogue items.
What the importer does. Your company in Egypt is the importer of record: it holds its entry in the importers register, registers on the single window and obtains the ACID, files the declaration through its customs broker with the invoice, the packing list, the transport document and the inspection certificate, pays the duty and the tax on release, and places the goods on the market.

Payment, inspection, defects
More details: Payment, inspection and claims — details
Who is who. OPTTOYSCHINA is the online storefront of Yifeng Group (艺丰集团) and Chinese toy factories. The seller’s team in China confirms product specifications, prepares the quotation and agrees the supply terms with you; the contract and the invoice carry its full legal details. The logistics partner YT carries out the agreed shipment from Guangzhou. Claims and refunds are handled by the seller.
Payment in two stages. A 30–50% advance after the order is confirmed; the balance before dispatch from the warehouse named in your quotation, which for most orders is the Guangzhou warehouse, once you have received the photo and video report on your cargo. Payment is made in USD directly to the seller, Yifeng Group, in China. For visitors in Egypt the site shows prices in Egyptian dinars, and the display can be switched to yuan, dollars or euros; payment to the seller is in US dollars. The seller’s full details are given in the invoice and the contract, together with the governing law and the procedure for disputes; the contract is provided before you pay the advance.
Inspection before dispatch. Each order is inspected before it is shipped: quantity, item numbers, packaging, appearance and random functional checks; you get the photos and video before dispatch. The balance is paid only after you confirm the report. If the report shows a discrepancy for an item and you do not accept it, the item is replaced or the advance for that item is refunded. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation.
Claims after receipt. Photograph or film the goods and the packaging and send the claim through the contacts on this page within 2 days of receipt. The seller replies within 3 business days. The acceptable defect rate is 2% of the batch — counted against the whole batch, not against each item number separately — and defects above it are compensated as agreed by both parties: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the claim decision. Replacement shipping is at the seller’s expense. The three business days are working days in China, where the seller’s office is closed for Chinese New Year and for 1–7 October. Safety of the goods is a separate matter: it is covered by the conformity documents, not by this tolerance.
Frequently asked questions
Can I order wholesale toys from China with delivery to Cairo?
Yes. Mix catalogue items from different factories in one order from 2,000 CNY, each item in full factory cartons. The sea and air transit to Egypt, the clearance and the delivery to your address in Cairo are agreed in the quotation.
How does cargo reach Cairo?
Cairo is inland, so a sea shipment reaches it by road from the port where the goods are discharged. Container traffic to Egypt runs through several ports and a carrier can change the call, so the quotation names the port of arrival that applies, the route, the clearance and the delivery, and the road leg is priced from that port. Air cargo arrives at the airport named in the quotation. The sea transit quoted is between the ports confirmed in the quotation; production, customs clearance and the road leg to your address are separate stages and are set out there.
What is the minimum order?
2,000 CNY in total per order. Each item is ordered in full factory cartons; the pieces per carton are shown on the product card. There is no need to order a full container.
Who is the seller, and what does OPTTOYSCHINA do?
The seller on the contract and the invoice is Yifeng Group (艺丰集团) in China. OPTTOYSCHINA is the online storefront of Yifeng Group and Chinese toy factories; the seller’s team in China confirms specifications, prepares the quotation and agrees the supply terms with you. Each product card shows the manufacturer of that item.
What are the customs duty and taxes on toys in Egypt?
Value added tax applies at the general rate of 14%, which has been the rate since the 2017/2018 financial year and was left unchanged by the 2025 amendment to the law. On imported goods the tax falls due when they are released from customs, and it is charged on the value used to determine the customs duty — including the services connected with the goods — plus the customs duties and the other taxes and fees imposed, so freight and insurance are counted once through that value. The customs duty itself follows the tariff line of the item: we do not state a rate on this page, because the line depends on what the item actually is, and the rate that applies to your items belongs in the quotation, where the goods, the carriage, the clearance and each payment are listed separately. Free zones and re-export are a different regime.
Which conformity documents do toys need?
Egypt has an obligatory toy safety standard series: most of its parts carry obligatory status on the standards body’s own cards, each with the decision behind it, while one part — organic chemical compounds, requirements — is recorded there as removed from obligation by a 2023 decision. Which parts apply to your item follows from what the toy is and how it is used. The cards list the matching EN 71 part among the main references for most parts, and ISO 8124 for the phthalate and microbiological parts, but a reference is not a statement of equivalence: the cards do not state a degree of correspondence. So a European test report is a starting point rather than an automatic answer, and whether a particular report is acceptable depends on the applicable Egyptian requirements, the edition in force, the tests it actually covers, the model, the manufacturer and the body that will accept it. A regulated consignment also needs its inspection certificate, and the registration requirements have to be met. Before you confirm the order we check which parts apply to each selected item, what the factory already holds and what obtaining anything missing would take.
What does customs ask for when the goods arrive?
The sequence starts before shipment. Your company in Egypt registers on the Nafeza portal and obtains the ACID number for the consignment; the cargo data and documents are filed there, and the seller sends the shipment documents into the same platform. The ACID number is then quoted on the shipping documents, and the carrier checks it before the cargo is accepted. On arrival the declaration is filed by your customs broker with the commercial invoice, the packing list, the transport document and the inspection certificate for the consignment; the data on those documents has to match what was filed in advance. Your company is the importer of record. We prepare the shipping documents and, for each selected item, the conformity documents agreed for it before the order was confirmed.
Which currency do I pay in?
In USD, directly to the seller, Yifeng Group, in China. For visitors in Egypt the site shows prices in Egyptian dinars, and the display can be switched to yuan, dollars or euros; payment to the seller is in US dollars. The seller’s full details are given in the invoice and the contract.
Do I have to pay everything upfront?
No. A 30–50% advance after the order is confirmed; the exact advance is fixed in the quotation. The balance is paid before dispatch, after you receive the photo and video report.
What if the goods arrive with a defect?
Send the claim through the contacts on this page within 2 days of receipt, with photos or video; the seller replies within 3 business days. The acceptable defect rate is 2% of the batch; defects above it are compensated as agreed: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the decision; replacement shipping is at the seller’s expense.
Can you make toys under my brand?
Yes: your logo and Arabic packaging on a catalogue model, a modified model, a new product from your design or sample, or production with your own mould after a technical check. Indicative quantities start from 1,000 units per model; the minimum for your product is confirmed after the factory reviews the specifications. Before the run we assess how your changes affect safety, marking and whether the test reports already held still apply; any further testing and documents are agreed before the order is confirmed.
How does this compare with a wholesale market in Cairo?
These are different buying scenarios. A local wholesaler may suit an urgent purchase when the goods you need are in stock there, already imported and certified. For planned sourcing from China, OPTTOYSCHINA offers a mixed catalogue order from several factories from 2,000 CNY under one contract, inspection with photos and video before dispatch, and options for custom manufacturing under your own brand. Compare quotations for the same specifications, quantities, documentation and delivery scope.
Send your list — we will quote the order for Cairo
Item numbers from the catalogue, quantities and the delivery address in Cairo. For your own product — a link, a photo or a description and the quantity. The team replies during business hours; China is five hours ahead of Egypt.
