More details: Catalogue items — how an order is built

Choose children’s toys for a shop in a Riyadh mall, a wholesale business, an online store on a Saudi marketplace, or for distribution across the Kingdom, from the catalogue of Chenghai (Shantou) and Yiwu factories. Each product card shows the price per piece and per carton, the pieces per carton and the manufacturer. Build an order from different items from 2,000 CNY in total; each item in full factory cartons. For a large quantity of one model, send the item number and the order quantity — the seller’s team in China confirms the production run, lead time and price.

The 2,000 CNY minimum applies to the value of the goods. Delivery, customs clearance, taxes and the documents required are calculated separately. The quotation shows what the costs consist of and the total for the agreed scope of supply, line by line, so you can see the landed cost per piece before you commit.

More details: What to send for a quote: a photo, a link or a description, the quantity, the changes and the delivery city

A full technical brief is not needed for the first request.

For a first quote send: a link to the catalogue item, a photo, a sketch or a description; the order quantity; the changes you need; the delivery address in Riyadh. Mould data and project files — if you have them.

Indicative quantities start from 1,000 units per model. The minimum order for your product is confirmed after the factory reviews the specifications.

Sample. A paid sample is made within 7 days when the required mould is ready. Dispatch and delivery of the sample are counted separately. For a new product or a modified mould, the sample timing is set after the technical review. The production run starts after you approve the sample.

Timing. Production of a confirmed run — 5–25 days depending on the order quantity. Development of a new model, changes to a model and mould making come before the run and are scheduled after the review.

Documents for a private-label run. A toy produced under your brand is a new product for conformity purposes: the applicable tests, the Gulf conformity marking and the SABER registration are planned together with the run and quoted before the order is confirmed.

Delivery to Riyadh and documents

16–24 days
Sea transit to Saudi Arabia
Air — indicatively 4–7 days according to the logistics partner; where this period starts and ends and which stages it covers are confirmed in the quotation.
Riyadh — the city is inland and has no port. Possible routes: discharge at Dammam or Jeddah and on to Riyadh by road or by rail, or air cargo to King Khalid International Airport. The route for your shipment and the delivery to your address are agreed in the quotation.
Before dispatch — production, inspection and consolidation at the warehouse named in your quotation.
5% or 15%
Customs duty, and VAT 15%
Duty — most catalogue toys sit under heading 9503 of the Integrated Customs Tariff: 5% on tricycles, scooters, children’s cars, dolls, balloons and radio-controlled model aircraft; 15% on puzzles, scale models and other toys. A mixed order can also hold items outside 9503, which carry their own rates.
VAT — 15% on the customs value, which includes freight and insurance, plus the duty. A company registered for VAT in the Kingdom may deduct the import VAT as input tax if the ZATCA conditions are met.
Scope — ordinary import for the domestic Saudi market. Free zones, bonded storage and re-export are quoted separately.
SABER
Conformity documents for the Kingdom
Gulf marking — toys for children under 14 need a certificate from a GSO notified body, carry the Gulf conformity mark with the tracking symbol, and come with a declaration of conformity and safety information in Arabic.
SABER — the product is registered on the Saudi platform; a shipment certificate is issued for each consignment and is needed for customs clearance.
Per item — the quotation confirms which conformity documents exist for each selected item and what has to be arranged.

Sea16–24 days — indicative transit between ports, according to the logistics partner YT. Ports of departure: Ningbo, Shanghai, Shenzhen (Yantian), Guangzhou (Nansha) or Qingdao — chosen for your shipment.
AirIndicatively 4–7 days according to the logistics partner; where this period starts and ends, which stages it covers and the overall schedule are confirmed in the quotation. Toys with lithium cells may be subject to air freight restrictions; the quotation says so for each such item.
RiyadhRiyadh is inland and has no seaport. A sea shipment is discharged at King Abdulaziz Port in Dammam, the Kingdom’s main port on the Arabian Gulf and about 400 km from Riyadh by road, or at Jeddah Islamic Port on the Red Sea, about 950 km away. It is cleared at the port of discharge, or moved inland to Riyadh Dry Port, which is linked to Dammam by rail and handles customs clearance in the city. Air cargo arrives at King Khalid International Airport. These are the possible routes, not a service already booked for you: which one applies to your shipment, the place of clearance, the inland leg and the delivery to your address are named in the quotation. The 16–24 days are the logistics partner’s sea transit between ports and do not include the inland leg, for which no number of days is promised here.
Before dispatchProduction of the run (5–25 days depending on the order quantity), inspection and consolidation. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation.
Seasonal peaksFactories close for about two to four weeks around Chinese New Year, and Golden Week (1–7 October) adds time to production and sailings. Place orders early for Ramadan and Eid, for back-to-school, for Founding Day on 22 February and the Saudi National Day on 23 September, and for the Riyadh Season, whose dates are announced each year.
CostQuoted for your order: goods, freight, customs clearance, conformity documents and delivery in Riyadh are listed separately.
More details: Duty, VAT and conformity — rules and sources

Scope of this section: ordinary import of children’s toys for the domestic Saudi market. Free zones, bonded storage, temporary admission and re-export follow different procedures and are quoted separately.

Customs duty. Most catalogue toys sit under heading 9503 of the Integrated Customs Tariff, where the rate depends on the type of toy: 5% for tricycles, scooters, children’s cars, dolls, balloons and radio-controlled model aircraft; 15% for puzzles, scale models and other toys. A mixed order can also hold items outside 9503 — board games, balls and sports toys, party articles, children’s bicycles — and these carry their own rates and sometimes their own requirements. Since 1 January 2025 the GCC integrated tariff is applied at the 12-digit level and its items have been amended since, so every line is classified at the full code and its rate is shown line by line in the quotation.

Customs value and VAT. Both are calculated on the value determined for customs purposes, which includes the cost of the goods, the insurance and the transport. VAT is 15% and, in the words of the ZATCA guideline, applies to the total value of the goods including insurance and transport and any customs duty applied to them. Example for illustration only: goods $10,000 plus freight and insurance $2,000 — customs value $12,000; duty on the 15% line $1,800; VAT 15% on $13,800 = $2,070. The $3,870 is the duty plus the VAT in this simplified example; it does not include other fees or services that may apply and it is not the full cost of clearance. Import VAT can be recovered as input tax, but not automatically: the deduction is available to the person who acts as the importer, it applies where the goods are used for a taxable activity, and it requires the supporting customs and tax documents under the ZATCA rules. The customs duty stays a final cost. This is general information, not tax advice.

Gulf requirements. Saudi Arabia is a member of the GCC Standardization Organization. Toys for children under 14 fall under the Gulf Technical Regulation on Children’s Toys BD-131704-01: the toy must meet the essential safety requirements, carry the Gulf conformity mark with the Gulf Conformity Tracking Symbol, and be covered by a declaration of conformity. Safety warnings and instructions must be in Arabic. Article 6 of the regulation sets the importer’s own obligations: for ten years after the toy is placed on the market the importer keeps a copy of the Gulf declaration of conformity at the disposal of the competent authorities of the member states, ensures that the technical documentation can be made available to them on request, and, when an authority asks, provides the information and documentation needed to demonstrate conformity, in Arabic.

A notified body is part of the route for toys. Toys are not a group a supplier can simply self-declare. In the manufacturer route the manufacturer sends the technical documentation to a GSO notified body of its choice, applies for Gulf type examination, and the notified body issues a Gulf Conformity Certificate and approves the products under the tracking-symbol rules; the manufacturer then affixes the symbol and issues the declaration of conformity. There is also an importer route, used for homogeneous consignments, in which the importer applies to a notified body that samples and tests the consignment itself. Accredited test reports count as evidence when they clearly relate to the product, carry the endorsement of an accreditation body in the ILAC arrangement and are not older than three years. The standards applied are the GSO EN 71 set, with IEC or EN 62115 for electric toys and ISO 8124 or ASTM F963 where additional tests may be required.

One certificate can cover a group — check that yours is inside it. A certificate may be issued for a group of toys with the same tariff code, a similar age range, the same manufacturer, the same country of origin and a similar function and material. That is exactly why a document shown for one item does not automatically cover the next one. Check that each document explicitly covers the selected model and manufacturer; do not assume it covers other catalogue items.

Saudi platform: SABER. The Gulf regulation on children’s toys is on SABER’s published list of technical regulations, so toys go through this route and two certificates are involved. A product certificate of conformity, the PCoC, is registered for each model through a conformity assessment body on the platform. A shipment certificate, the SCoC, is issued for every consignment and is what customs asks for at clearance — so it is arranged before the goods arrive, not after. Both are filed on SABER by your company in the Kingdom under its own commercial registration. The platform fees are published: 500 SAR to register a product conformity certificate and 350 SAR to issue a shipment certificate, both excluding VAT; what the conformity assessment body charges for testing and certification is separate. A shipment certificate is valid for 90 days. Before you confirm the order, the quotation identifies the available certificates and test reports for each selected model, any additional work required, its cost and who arranges it.

Labelling — a change that affects neighbouring product groups. From 1 October 2026 the supplier’s name (importer or local manufacturer) and its commercial registration number must appear on the product itself under ten named technical regulations. Children’s toys are not on that list; electrical self-balancing boards and child restraint systems and strollers are. If your order includes those items, the labelling is planned together with the run.

What the seller does. For each selected item, the quotation confirms the available conformity documents and the Arabic labelling. Any additional testing, marking or registration, their cost and lead times are agreed before the order is confirmed. Where testing is needed, it can be arranged close to the factory; the notified body decides the required tests.

Documents that travel with the goods. You receive a commercial invoice for the amount you actually paid, a packing list with weights and carton dimensions, the bill of lading or the air waybill, and the conformity documents for each model. A certificate of origin is issued when your clearance needs one; say so in your request. We do not issue an invoice for a value other than the amount paid: an understated invoice is a risk carried by the importer, because the authority can revalue the shipment and act against the company that declared it.

Radio-controlled toys and toys with batteries. A toy with a radio transmitter — a remote control, Bluetooth or Wi-Fi — may fall under the technical regulation for communications and information technology devices in addition to the toys regulation, and toys with lithium cells may also meet battery requirements and air-freight restrictions. For every such item the quotation states what applies and who arranges it.

What the importer does. Your company in the Kingdom is the importer and places the goods on the market: the customs declaration is filed under its commercial registration, it holds the SABER registration for the shipment, keeps the declaration of conformity available, and makes sure the safety information on the toys is in Arabic. Unless your quotation says otherwise, the duty, the import VAT, the SABER fees and any port storage or demurrage are on its account. The delivery term — where our costs stop and yours begin — is named in the quotation and in the contract, together with the party that files the declaration on your behalf.

Who is who. OPTTOYSCHINA is the online storefront of Yifeng Group (艺丰集团) and Chinese toy factories. The seller’s team in China confirms product specifications, prepares the quotation and agrees the supply terms with you; the contract and the invoice carry its full legal details. The logistics partner YT carries out the agreed shipment from Guangzhou. Claims and refunds are handled by the seller.

Payment in two stages. A 30–50% advance after the order is confirmed; the balance before dispatch from the warehouse named in your quotation, which for most orders is the Guangzhou warehouse, once you have received the photo and video report on your cargo. Payment is made in USD directly to the seller, Yifeng Group, in China. Prices in riyals are for reference only; payment in them is not accepted. The seller’s full details are given in the invoice and the contract, together with the governing law and the procedure for disputes; the contract is provided before you pay the advance.

Inspection before dispatch. Each order is inspected before it is shipped: quantity, item numbers, packaging, appearance and random functional checks; you get the photos and video before dispatch. The balance is paid only after you confirm the report. If the report shows a discrepancy for an item and you do not accept it, the item is replaced or the advance for that item is refunded. The place of inspection and consolidation depends on the factories in your order and is confirmed in the quotation.

Claims after receipt. Photograph or film the goods and the packaging and send the claim through the contacts on this page within 2 days of receipt. The seller replies within 3 business days. The acceptable defect rate is 2% of the batch — counted against the whole batch, not against each item number separately — and defects above it are compensated as agreed by both parties: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the claim decision. Replacement shipping is at the seller’s expense. The three business days are working days in China, where the seller’s office is closed for Chinese New Year and for 1–7 October. Safety of the goods is a separate matter: it is covered by the conformity documents, not by this tolerance.

Frequently asked questions

Can I order wholesale toys from China with delivery to Riyadh?

Yes. Mix catalogue items from different factories in one order from 2,000 CNY, each item in full factory cartons. Sea transit to Saudi Arabia 16–24 days between ports, air freight indicatively 4–7 days; clearance and delivery to your address in Riyadh are agreed in the quotation.

How does cargo reach Riyadh?

Riyadh is inland and has no seaport. A sea shipment is discharged at King Abdulaziz Port in Dammam, about 400 km from Riyadh by road, or at Jeddah Islamic Port, about 950 km away. It is cleared at the port of discharge or moved inland to Riyadh Dry Port, which is linked to Dammam by rail and clears customs in the city, and then trucked to your address. Air cargo arrives at King Khalid International Airport. These are the possible routes: the quotation names the one that applies to your shipment, the place of clearance and the inland leg. The 16–24 days cover the sea leg between ports only; the schedule in the quotation is an estimate and a fixed date is not guaranteed.

What is the minimum order?

2,000 CNY in total per order. Each item is ordered in full factory cartons; the pieces per carton are shown on the product card. There is no need to order a full container.

Who is the seller, and what does OPTTOYSCHINA do?

The seller on the contract and the invoice is Yifeng Group (艺丰集团) in China. OPTTOYSCHINA is the online storefront of Yifeng Group and Chinese toy factories; the seller’s team in China confirms specifications, prepares the quotation and agrees the supply terms with you. Each product card shows the manufacturer of that item.

What are the customs duty and VAT on toys?

Most toys sit under heading 9503, where the duty depends on the type: 5% on tricycles, scooters, children’s cars, dolls, balloons and radio-controlled model aircraft; 15% on puzzles, scale models and other toys. Items outside 9503 in a mixed order carry their own rates. VAT is 15% on the customs value, which includes freight and insurance, plus the duty; the importer may deduct that import VAT as input tax if the ZATCA conditions are met. This applies to ordinary import for the domestic market; free zones and re-export are quoted separately.

Which conformity documents do toys need?

Toys for children under 14 fall under the Gulf regulation BD-131704-01: a certificate from a GSO notified body, the Gulf conformity mark with the tracking symbol, a declaration of conformity and safety information in Arabic. A supplier’s own declaration is not enough for toys. For import into the Kingdom your company registers the model on SABER under its commercial registration, receives the product certificate of conformity and takes a shipment certificate for every consignment before the goods arrive. For each selected item the quotation confirms what exists and what has to be arranged.

I sell on a Saudi marketplace — can you prepare the goods for that?

A marketplace adds requirements on top of the import ones, it does not replace them. The goods still have to be cleared with a valid shipment certificate, the retail pack has to carry the Arabic safety text, the age marking and the country of origin, and each item usually needs its own barcode. Send the marketplace name and the item numbers: the quotation states what we put on the goods and the packaging in China and what your company arranges in the Kingdom.

Which currency do I pay in?

In USD, directly to the seller, Yifeng Group, in China. Prices in riyals on the site are for reference only. The seller’s full details are given in the invoice and the contract.

Do I have to pay everything upfront?

No. A 30–50% advance after the order is confirmed; the exact advance is fixed in the quotation. The balance is paid before dispatch, after you receive the photo and video report.

What if the goods arrive with a defect?

Send the claim through the contacts on this page within 2 days of receipt, with photos or video; the seller replies within 3 business days. The acceptable defect rate is 2% of the batch; defects above it are compensated as agreed: replacement, refund or a discount on the next order. Refunds are paid within 14 days of the decision; replacement shipping is at the seller’s expense.

Can you make toys under my brand?

Yes: your logo and Arabic packaging on a catalogue model, a modified model, a new product from your design or sample, or production with your own mould after a technical check. Indicative quantities start from 1,000 units per model; the minimum for your product is confirmed after the factory reviews the specifications. Testing, marking and SABER registration for the new product are planned together with the run.

How does this compare with a wholesale market in Riyadh?

These are different buying scenarios. A local wholesaler may suit an urgent purchase when the goods you need are in stock there, already imported and certified. For planned sourcing from China, OPTTOYSCHINA offers a mixed catalogue order from several factories from 2,000 CNY under one contract, inspection with photos and video before dispatch, and options for custom manufacturing under your own brand. Compare quotations for the same specifications, quantities, documentation and delivery scope.

Send your list — we will quote the order for Riyadh
